Position: 

Chief Operating Officer (COO)

Qualifications and Experience:

Minimum Master’s degree (16 years of education).

At least 15 years of experience in multilateral donor-funded projects.

Strong background in project implementation and operations at a senior level.

Public sector experience is a plus.

Experience in technology-driven projects and MIS-enabled systems preferred.

Key Responsibilities:

Support the CEO in strategic and operational planning for large-scale housing, WASH, and infrastructure projects.

Provide expert guidance on disaster management, emergency response, and reconstruction.

Oversee implementing partners, including NGOs and private sector contractors, and manage all construction activities.

Ensure compliance with internal policies, legal regulations, and donor requirements.

Lead and motivate operational teams while strengthening organizational culture and stakeholder relationships.

Coordinate with the Government of Sindh, donors, SECP, and partner organizations.

Develop and manage monitoring, evaluation, and reporting systems.

Serve as the focal point for donor review missions and technical support teams.

Provide technical oversight for MIS upgrades, budgeting, and disaster risk reduction strategies.

Supervise engineering, operations, and project delivery functions.
